Plant Fiber comes from Brittle Bushes, which grow on rocky ground all over Hagga Basin, densest around the Northwest and Southwest Ironworks and the Wreck of the Alecto. You pick it by hand, no tool needed. Agave Seeds are rare: only 75 plants, nearly all in the north-west around Kynes's Promise and Rockwarren Village.

Bushes regrow after a while, so pick fiber whenever you pass one. You'll go through hundreds for windtrap filters and healkits, and a full stack at base saves a dedicated trip later.
Where to find Plant Fiber in Hagga Basin
Brittle Bushes grow at the edges of rock formations almost everywhere, so you'll find some near any base. For a big harvest, go where they are densest:

Northwest Ironworks
The densest fiber field on the map, with 556 bushes around one part of the site and 549 around the other. The Ironworks is a guarded labor outpost: early on, pick the bushes on the outskirts, or clear the guards first if you're geared for it.
Wreck of the Alecto
431 bushes at a shipwreck rather than an outpost. It is also the best spot for basalt and aluminum, see where to find Basalt and Granite.
Kaleff's Monument
A landmark with 397 bushes nearby. Aren's Post and the Southeast Ironworks lie in the same part of the map.

Agave plants exist only in Hagga Basin, and there are just 75 of them. They cluster in the north-west:

Rockwarren Village and Windsong
Six and five plants. Both are a short ride from Kynes's Promise, so one loop covers all three.
Is there Plant Fiber in the Deep Desert?
Yes, plenty, mostly around shipwrecks. There is no agave there. You won't need to fly out for fiber, but it is handy if you build an outpost:
